The Apopka Development Review Committee reviewed plans Wednesday for an approximately 600-foot road extension within the Wyld Oaks development, with outstanding staff comments expected to be addressed before the project returns for another review.
The Wyld Oaks Road C Extension was before the committee as a first construction site plan submittal. The proposed public road would extend between Effie Drive and State Road 429 and is intended to support Lot 7 of the Wyld Oaks development.
Project manager Jean Sanchez said the city issued a comment letter Monday, but planning comments were inadvertently left out and would be sent separately Wednesday. Public Works comments had already been included.
Public Works engineer Dale Smith raised questions about how portions of the roadway would ultimately be conveyed to the city as construction progresses.
“The one thing that we probably need to start discussing is the way you’re bringing this road down a piece at a time,” Smith said.
Smith said the city and the developer would need to work through the timing of platting, construction and city acceptance of the roadway.
Planning did not recommend approval at this stage because comments remain outstanding. The project is expected to return following a resubmittal.
Construction documents show roadway, drainage and utility improvements, including water and reclaimed-water infrastructure. The plans also require access to surrounding properties and an existing retail building to be maintained during construction.
Wyld Oaks is a planned 215-acre mixed-use development near the State Road 429 and Kelly Park Road interchange in northwest Apopka. Plans for the larger development include residential and commercial uses, restaurants, a grocery store, an outdoor entertainment venue and green space.
In other business, the DRC recommended approval of a special exception request from Carolina Textiles for overnight parking and outdoor storage as a principal use at 300 S. Bradshaw Road. Planning staff said all DRC comments had been addressed.
Because the request is a special exception, it will proceed to the Planning Commission for final action.
The committee also reviewed an amendment to the previously approved construction site plan for Ridgebrooke Subdivision, also known as Plymouth Harbor. Planning manager Bobby Howell said the amendment would modify some lot sizes and depths without increasing the subdivision’s 86-lot total and would remain consistent with previously approved plans.
Jeremy Holderfield of the Fire Department raised concerns about a proposed emergency access route. He said he had driven the route Wednesday and questioned whether a fire truck could use it because of utility poles and other obstacles.
“I just don’t see it being a possibility for a fire truck to even go down that roadway,” Holderfield said.
Holderfield said another possible access route was discussed and that he planned to meet with project representatives Wednesday to further review emergency access.
The DRC also recommended approval of four special event applications: the Pines of Wekiva Holiday Festival, Heart & Soul Music Festival, Florida Five running event and Apopka Police Halloween Highway.
