Key Points

  • The Apopka Development Review Committee denied the second submission for the 16-unit Villas at Wekiva development pending revisions.
  • The project site at 734 Piedmont-Wekiva Road lies in a karst area and requires further geotechnical analysis and drainage details to meet city requirements.
  • Other applications reviewed included a land use amendment at 2525 Clarcona Road and plat submissions for developments at 860 E. Lisa Lane and Crescent Ridge Phase 2.

The Apopka Development Review Committee denied the second submission of construction plans for the proposed 16-unit Villas at Wekiva development on Wednesday, requesting revisions to address outstanding planning and engineering comments before a third review.

The multifamily project is proposed on approximately 1.63 acres at 734 Piedmont-Wekiva Road, next to Wekiva Village. The plans identify Tatiana Gonzalez as the owner and AIP Design as the applicant.

During the brief discussion, the applicant sought clarification of staff comments. Staff and the applicant agreed to discuss the outstanding requirements in a separate meeting.

“From the Planning perspective, some required information was still missing or needed clarification,” city Planner II Jun Sohn wrote in a response following the meeting.

Sohn also said proposed chain-link fencing must be replaced with a type permitted under the city’s Land Development Code.

Engineering comments also call for additional drainage details, including connections between building drains and the stormwater system, proposed ground elevations behind buildings and at property lines, and measures to capture runoff that would otherwise flow off the property.

Senior Engineer Dale Smith also requested dimensions and slopes for a proposed spreader swale and said the geotechnical review did not meet comprehensive-plan requirements.

The applicant’s geotechnical consultant acknowledged that most or all of the property lies within a mapped karst area but reported identifying no karst features through a review of topographic information, a survey and a site visit. Smith’s comments call for further analysis of subsurface and groundwater conditions.

In his written response, Smith said city requirements prohibit developed sites from producing greater runoff than before development. He said runoff from the property discharges to an adjacent stormwater pond and that the developed site should not affect surrounding properties.

The Piedmont-Wekiva Road area, including Wekiva Village, has experienced repeated flooding. The city and Orange County have worked on flood mitigation efforts, including pumping water through the area’s chain of lakes.

The DRC also reviewed three other applications.

Planning recommended approval of a future land use amendment for an existing warehouse property at 2525 Clarcona Road. The applicant said the existing industrial use would continue as the property is brought into Apopka. The agenda lists Karuna Buildings LLC as the owner and Joseph Kovecses as the applicant.

An initial plat submission for an 11-lot development at 860 E. Lisa Lane could not advance because legal and surveyor comments remained outstanding. Project manager Amer Hamza said the construction site plan had already been approved.

The application would replat approximately 3.58 acres to match the approved subdivision plan. The agenda identifies Albert Iglesias as the owner and Kimley-Horn and Associates as the applicant.

The Crescent Ridge Phase 2 final plat also could not be approved because of additional Public Works and Engineering comments. Project manager Jean Sanchez said those comments had been relayed to the applicant.

That application covers properties at 3744 and 5712 Ondich Road. Pulte Home Company LLC is the owner, with 1828 Engineering representing the application.
