Concerns cause vote to be postponed for development at Marshall Lake

The City Council postponed the first reading of a change of zoning ordinance on documents related to a proposed 301-single-family residential subdivision located south of Marshall Lake and west of S.R. 451.

At city community development director Jim Hitt’s recommendation, the City Council voted unanimously to move the first reading of the Lake Marshall subdivision zoning change from Wednesday, February 21 to March 21, and the second reading from March 7 to April 4.

In a separate motion, the City Council approved a city staff recommendation, as stated by Hitt, to extend the closing date on the property to no later than April 30.

Hitt’s given reason for the postponement was so the applicant could host a community meeting and listen to residents’ concerns.

“What we’d like to do is give the applicant time to hold a community meeting, iron out some of these differences and questions and concerns with the residents in regards to the development,” Hitt said.

The city of Apopka, James and Deborah Lyda, and Citizens Bank of Florida co-own the vacant, estimated 154-acre land. Royal Oak Homes is the Lake Marshall subdivision developer.

Though the first reading was postponed, the City Council still gave residents the opportunity to address their concerns about the Lake Marshall subdivision project. Issues brought up include the construction of a community boat ramp, the potential disturbance of wildlife, and the noise level the development could bring.
