Apopka finalizes Kelly Park land-use changes, annexation

The Apopka City Commission adopted three measures Wednesday supporting continued development in the Kelly Park interchange and Floridian Town Center areas. 

On second reading, commissioners approved future land-use changes for the 3.48-acre Kelly Park Road Commercial property and 5.09-acre Twin Fountains Commercial property. Both are within the Kelly Park Interchange Form-Based Code district and were changed to the city’s Mixed-Use future land-use designation. 

The Kelly Park Road property is north of Kelly Park Road and east of Effie Drive. Twin Fountains is east of Plymouth Sorrento Road and south of Kelly Park Road. The changes align the properties with plans for mixed-use development but do not approve specific construction projects.

The commission also approved the annexation of a 0.88-acre property near Fudge Road between Kitt Avenue and the S.R. 429 Connector from Orange County into Apopka. 

City documents say the annexation places the segment under city jurisdiction and is needed to establish and plat a future trunk road serving Floridian Town Center. The developer intends to request vacation of the existing segment so it can be incorporated into the master-planned roadway and development layout. 

The commission approved the two commercial amendments and the Fudge Road annexation on first reading Sept. 2.
