The Apopka Development Review Committee cleared a revised construction site plan for Crossroads at Kelly Park Phase 3B on Wednesday and recommended approval of warehouse and car wash plans subject to resolving staff comments.
The Crossroads revision, for a site on Soapberry Avenue, was on its second submittal. Project manager Jean Sanchez said no committee members had outstanding comments and that she would issue approval that day and circulate the plans for signatures.
The committee previously recommended approval of a 78-lot plat for Crossroads at Kelly Park Phase 2A-2.
The committee also reviewed plans for a proposed 30,000-square-foot warehouse at 3716 Hogshead Road, submitted for a third review.
Planning staff had no outstanding comments on the warehouse plans, but Public Works Director Dale Smith said roadway improvements needed revisions to accommodate a neighboring warehouse’s turn lane being built in front of the property.
Smith said the applicant’s improvements within the public right of way would need to extend to address the configuration. Applicant representative Dave Schmitt agreed to revise and resubmit the plans after receiving the neighboring project’s full roadway plans.
The committee recommended approval subject to satisfying Public Works comments without requiring another committee review.
For Lux Car Wash Phase 1 on Rock Springs Road, staff sought clarification of where drainage, water, sewer and reclaimed water infrastructure would end within the first phase of construction.
“They drew a phase line nicely, but they need to say, are they extending the pipe out of the drainage manhole and putting a plug in the end of the pipe, or are they plugging it at the manhole?” Smith said.
Smith said the plans also needed endpoints for water, sewer and reclaimed water lines so inspectors would know which improvements to inspect. Planning staff also had minor comments.
Applicant representative Gregory Crawford said the plans would be updated and resubmitted. He said construction was awaiting resolution of the plans and that the previous contractor’s health problems had required a change in contractors.
The committee recommended approval once staff comments were resolved, without another committee appearance.
No one spoke during the meeting’s public comment period.
