The Apopka City Commission will consider a series of changes Wednesday aimed at adjusting how the commission conducts meetings, handles public participation and makes appointments to city and additional boards. 

A total of five items on the agenda address separate aspects of city government procedures, including commission rules and order of business, the city’s public participation policy, appointments of elected officials to outside boards, and appointment procedures for the Community Redevelopment Agency and Planning Commission. 

The commission will meet at 6 p.m. Wednesday at Apopka City Hall.

The proposed City Commission Rules and Order of Business returns after commissioners discussed the measure on Aug. 5 and unanimously tabled it until Wednesday to incorporate edits made during the meeting. 

The rules establish procedures for commission meetings and set the regular order of business. They also provide that questions of procedure not covered by the rules, City Charter, City Code or state law would be guided by the latest edition of Robert’s Rules of Order, though Robert’s Rules would not be binding authority. 

Commissioners also will revisit Resolution No. 2025-19, which establishes the city’s policies and procedures for public participation at commission meetings. On Aug. 5, the commission directed staff to return the resolution for further review and discussion of possible updates. 

A separate proposed policy would establish how the mayor, vice mayor and commissioners are appointed to boards, committees, councils and agencies on which the City Commission has authority to appoint members. 

Under the draft, any commissioner could nominate another member or self-nominate, with appointments decided by majority vote. Appointments generally would last one year and could be renewed through the same process. The policy also identifies procedures for representation on entities including the Lake Apopka Natural Gas District, Tri-County League of Cities, MetroPlan Orlando and the Florida League of Cities. 

Two ordinances scheduled for first reading would address appointments to city boards. 

Ordinance No. 3167 would establish a uniform appointment process for the CRA Board. Vacancies would be publicly advertised, qualified applicants considered by the commission at a public meeting, and appointments made by majority vote. The proposed changes would not alter the CRA’s statutory authority, duties or powers. 

Ordinance No. 3168 would revise Planning Commission appointment procedures by establishing a uniform process for accepting applications, reviewing applicants’ qualifications and making appointments when vacancies occur. The ordinance also addresses eligibility, the oath of office and financial disclosure requirements. 

Both ordinances would return for second reading and adoption if they advance Wednesday.
