Former Apopka finance director will be city administrator

A former Apopka finance director will be returning to the city as its top administrator.

Edward Bass, who worked for the city of Apopka for 12 years, the final 10 as finance director, will be the city administrator when Mayor-elect Bryan Nelson takes office on April 24.

Since resigning his position with the city of Apopka in late 2014, Bass has been serving as the director of resource management for Seminole County where he has managed the budget, purchasing, risk management, and special assessments.

Bass, whose salary is yet to be determined, said due to the time of the year, the budgetary process will be high on his priority list, especially since the city doesn’t have a finance director.

In a press release announcing Bass’ selection, Mayor-elect Nelson, who will remain an Orange County commissioner until he is sworn in as Apopka’s mayor, called Bass “highly qualified” for the position. A certified public accountant, Bass began his career with the Florida Public Services Commission where he audited regulated utility companies.

Current City Administrator Glenn Irby will stay on to help with the transition, Nelson’s press release stated. “We thank him for his dedication to our city and we wish him all the best in his next endeavor,” Nelson said.

Irby has been city administrator for Apopka since January 2015.
