City Council appoints new public works director

Public works director has over 30 years’ engineering experience

The Apopka City Council approved the appointment of Momtaz Barq as city public works director at the Wednesday, March 19, meeting with a start date of April 28.

During the discussion meeting, Barq’s full-time start salary would be $180,000. However, in order for him to transition from his consulting business to his new position, there was discussion about Barq working part-time first before moving on to full time.

As the CEO/Director of engineering for Terra-Max Engineering, Inc., Barq has over 30 years’ engineering experience and holds a professional engineer license in Florida and Texas.

Joe Patton, city human resources director, presented Momtaz Barq at the Council meeting as requesting appointment as public works director. Patton listed Barq’s career credentials and educational background.

“Montez has an extensive career in expertise in engineering and technical initiatives like project management, hydraulic hydrology and groundwater modeling, hydraulic system design, planning and development, construction plans, personnel management, organizational behavior and financial and budgeting,” Patton said. “I know that you’ve all read his resume. He has a master of arts degree in environmental engineering. He has a master’s in business administration, and he has a bachelor’s degree in electrical engineering.”

Barq was selected out of the three applicants that were reviewed and interviewed for the public works director.

Initially, human resources advertised the position as public services director on Jan. 22 until Feb. 10. However, the position was renamed public works director because of operational needs, according to the city staff report in the March 19 meeting agenda packet.
